The anger towards Andrew came from the power disparity between the business owners who could do whatever they want, and regular people who could only bleed their resources with no ability to protect themselves once their resources ran out.

Adam and the Plasmids played a role but they only exacerbated issues that were already there. People and children were kidnapped to be experimented on. Steinman was turning people into Picasso paintings. Little girls were turned into Adam factories. So when people started approaching their limit with their mistreatment, what was Ryan's policy?

Andrew Ryan did not believe in protecting people from the predatory business owners that were wringing people dry. He compared people begging for medical care as rapists while also demanding they maintain the pipes. He wanted to privatize fucking oxygen using the Lazarus Vector, which DOES NOT use Adam to work.

Fontaine is not a good guy. But Andrew Ryan made him the preferable option. Because at least he fed and housed people before sending them to their deaths

1. There's no actual law, courts or police. People do whatever they can get away with, Ryan security are effectively hired muscle who only truly answer to one man. Otherwise, take matters into your own hands.

2. There's no welfare. If you're laid off, the only people offering so much as a poorhouse are businesses looking for people to exploit and politicians looking for people to indoctrinate.

3. Ryan becomes a hypocrite. His security becomes a gestapo, he puts propaganda everywhere, and anyone without the influence to rival him can be dragged off to Sinclair's pay-to-win gulag at any time without fear of retribution. He'd rather kill everyone in the city than admit defeat and send them back to the surface.
