Beat the main story but stopped doing optional shit half-way through. They hard fucked the reputation gains. In first game Novelist's Son was fucking annoying as shit but it made sense it was hard to gain rep with him because hew was skeptical. In this game, every prepper is like him and no, I don't want to spend 10 hours per prepper maxing out their rep, fuck that shit.

I'm pretty sure that's intentional. Trying to convince gamers to get on with the story and then come back later to 5 Star people. I would have liked if they'd broke the fourth wall a bit more here and said outright that they wanted you to do this.

Ofcourse it's intentional, gain rates are determined, they didn't spontaneously come into existence on their own.

That could be the argument IF the game design wasn't implying the opposite. orders have real-life cooldown which will make you wait hours to have them reappear meaning you are encouraged to start grinding rep as soon as you gain access to them, and a lot of preppers have repl levels award shit that's only really helpful while progressing the story.
