It depends on what you're looking for. It's a simplified RPG with a low difficulty and repetitive gameplay (like most turn-based games, let's be honest), beautiful graphics, amazing soundtrack, likeable characters and an emotional story centered on empathy. It's not a game for everyone (as always) and it has some fanservice, definitely...but if you want something simple to relax, it can be a good game, putting aside that it had potential (the sequel is even better), the many typos, the lack of English voices and who knows what else.

If you can get by on aesthetic and concept, yes. Blue Reflection has fantastic music and art direction and the bittersweet magical girl angle is nice, but the actual gameplay balance is pretty out of whack. The dungeons can barely be called such for how small they are and the highschool relationship building angle is tedious in nature, but hard carried by the charm of the characters. And then there's the combat, which actually has some good ideas and solid boss encounters, but otherwise is offset by an almost patronizingly forgiving difficulty and an EXP system that is tied to the relationship stuff, so 98% of battles in this game aren't even necessary unless you're achievement hunting. I enjoyed the game overall, but it has some very big caveats to consider.

Hell, you probably already know that we don't even have the DX edtions of Ciel nosurge and Ar nosurge in the west, only the original version for PS3 and the Plus version for PS Vita are available in the case of Ar nosurge but the other (important) game Ciel nosurge, no, it's not officially available in the west to this day. More than 4 years later, I take for granted that we won't have the DX edtions of those games in the west.

So, having said all that, I don't think so...*if* they are developing something already and if we're lucky, we may get a third game for consoles and PC sometime next year...if they are developing something and if we're lucky.
