Call me a contrarian but I think all FF soundtracks are equally good in different ways. Each one fits the unique aesthetic and mood of each game.

Just finished III for the first time time yesterday, the last part of the endgame was hard as fuck holy shit, but at least Cloud of Darkness was hot, also the theme was great

8 is hard for me to call the best, on average I'd actually say it's weaker in comparison to 7 and 9, but it has god tier individual tracks that sound nothing like Uematsu has done before or since that definitely elevate it.

From a technical perspective, you’re absolutely right. One Winged Angel is just more popular because Sephiroth is more an iconic villain and because the song was also revolutionary due to being one of the first vidya boss themes with lyrics.

The Extreme is more impressive as a song, and I’d also argue that Ultimecia is a better final boss from an aesthetic and mechanical perspective too.

Ultimecia overall is legitimately one of the most underrated villains in my opinion. She actually did everything right and failed anyway. She never tries to justify herself, explain herself or give herself any excuses, which makes it very easy to not sympathize with her and dehumanize her. But when you look at things from her perspective, you are literally a child soldier trained to kill her, and not only that, there's a fucking prophecy that straight says you will fucking do it, you will succeed and you already have succeeded.

She's not some misunderstood character with some higher goals like Seymour or Sephiroth or Kuja. She is literally not understood as her only goal is survival in universe literally bent over for her to die. I also want her to step on me.

There’s absolutely nothing wrong with that on its own, since shadowy puppetmaster type villains have their own appeal, but I think after Kefka and Sephiroth, people were used to having a villain that you meet several times during the story and who has a personal connection to the MC. Ultimecia was a massive departure from Kefka and Sephiroth (which was by design), and that threw some people for a loop. She has more in common with Exdeath from V or Chaos from I.

It's totally it, I think for better or worse Squaresoft was more concerned with making sure that Final Fantasy VIII is not Final Fantasy VII-2 rather than making a Final Fantasy VIII sometimes because of how unprecedented a success FF VII was especially in the West. And a lot of those aspects fell on deaf ears especially in the West because people wanted a Final Fantasy VII-2.

The fact that they had the balls to make something different and make the game that they wanted to make rather than caving to fan pressure is a sign of artistic integrity, I feel. There really isn’t another game quite like VIII, and for the people who like it, that’s a great thing.

Also, you can tell Nomura was a big fan of Ultimecia conceptually, because her whole mode of operation was spiritually succeeded by Xehanort in the KH games. Xehanort is also a shadowy puppetmaster whose different manifestations barely get any screen time in their respective games, but the fact that there’s just one or two scenes before the end game where the Nort of the game interacts with Sora was enough to make people swallow the concept easier.

9 was just a throwback series, again, made in response to previous installment. 8 was made with experimentalism and risk taking in mind, like how do we not become parodies of ourselves moving forward from 7. And 9 in response to 8 adopted completely backwards philosophy, let's honor our own work that built us up to this moment. And make no mistake, I am not saying FF9 wasn't a risk-taker and was playing it safe or anything, I am just saying that "going back to classics" approach was chosen partially in response to FF8's experimentalism.
