I really don’t feel there’s too much competition, as VIII and X are the only games in the series with a particularly strong romantic focus.
IV’s romance? Present, but simplistic and not a huge part of the story.
VI’s romance? Locke and Celes only get two or three scenes that imply any sort of romantic tension, and the romance arc between them isn’t even concluded unless you go out of your way to find Locke in WoR (who is the hardest character to find again by far).
VII’s romance? It’s left open to interpretation whether anything romantic was going on between Cloud, Aerith or Tifa. Definitely not a big part of the story.
VIII was the first time in an FF game where the romance took centre stage.
