For one, I think creating a remake that does still keeps what makes Morrowind what it is intact is going to be a lot trickier and ultimately they would probably change it to match more current gaming trends. Oblivion in this case wasn't that much different than Skyrim and as such could be mostly graphically overhauled leaving the rest of the systems the same.
The other factor is Morrowind has an incredibly active modding community and a large collection of new and old mods. You have projects like OpenMW that rebuild the game in a new engine, crazy mods that can be built with MWSE, Tamriel Rebuilt/Project Tamriel which at this point is basically a sequel to Morrowind. With a remake you would be losing out on all these and could potentially fracture the modding community.
I think there's already so many ways to play and customize Morrowind as well as modernize it with graphical updates that a remake would just pale in comparison to what modders have been doing for the last 20+ years.
