Not him but I work in IT at a local company. Theyโ€™ve always buy cheap prebuilt PCs with shitty chink PSUs for offices, and they usually last 2-3 years at most. The Corsair in my personal rig have been running for 14-15 years in comparison.

Open your PSU. Take the fan out. Peel off the sticker in the middle and get pic related or whatever machine oil you want and put a few drops of it in the middle. Put the sticker back on and give it a little spin.

Thatโ€™s not normal, anon. Your PSU shouldnโ€™t sound like itโ€™s about to mow a lawn unless youโ€™re running Crysis on a microwave. It's probably the fan going bad-either the bearings are shot or it's caked in dust. You can try cleaning it out or oiling it (NOT with WD-40, use actual machine oil like sewing machine or 3-in-1). If that doesn't help, just replace the whole unit before it cooks your rig. Don't cheap out on the PSU-itโ€™s the heart of your system.

Every product you buy is a "lottery" due to engineering tolerances, difference are the odds. You are very likely to get fucked by shitty PSUs since they use awful components to save on costs and have simpler designs, some have 0 protections, as in no OVP/OCP/OPP or even fucking OTP.

The only thing that matters is what the PSU takes with it when it does fail which it inevitably will. I've had PSUs not fail (yep, they still work) and destroy all the hardware on them before. That was long ago, but you can still buy PSUs which are low quality enough to do that.

My current PSU is fine but its fan is shot to hell. There's a curve of how much rattle it makes

I had a 10+ year old Cooler Master unit that just wouldn't let the PC turn on anymore until a bunch of capacitors that had gone bad were replaced. That's probably your most likely failure mode.
