Partially because of one of the earlier movie trailers, but mostly because Bowser has less animosity towards Luigi in general in the M&L series. He definitely hates Mario, obviously, but Luigi catches a noticeably smaller amount of flak from him.

Any character with an appealing design is going to have someone who finds that character attracting. Aesthetic appeal and romantic attraction are literally always going to overlap in SOMEONE, somewhere, and a series as popular as the Mario franchise is going to inevitably hit a very large number of those people. You can enjoy the less gay images of Bowser if you find him cool in a nonromantic way, nobody who matters will judge you for it.

As I mentioned, probably Garouzuki's BowserXDedede stuff. I think the idea of Bowser constantly putting on this constantly maintained "cool tough guy" image only to attend Brawl and finding this guy who manages to be effortlessly beloved by his subjects without having to be a badass villain and just fulling head-over-heels for him is a fun thought. Plus, I really like how Garouzuki characterizes Link as his best bro/wingman. Shit's funny.

I'm not a fan of a Bowser platformer idea, give me an action game that focuses more on tanking shit with armor blocks and killing everything as fast as possible instead of the usual parrying and dodge rolls. Basically something like the PS2/PS3 God of War games or Madworld, except you punch shit, set it on fire and summon minions while rock/metal music plays.
Couldn't think of a dev for that though.

3D Metroidprimevania beat em up. Beat up enemies > Upgrade skills > Beat bosses > Gain skills > Backtrack and use skills to open new areas. All of this in a sprawling world with different biomes. Add some Goofy skill based puzzles and Devil May Cry DPS checks/enemy arenas.
