the solution is to simply segragate the player base between players who've spent less than 20$ and those who've spent more and to let hackers run rampant in freeside while using AI on the replays to catch them in paid-side. Maybe you play some games as a cheater and you get away with it but in the long run you'll get caught and your account will be suspended. There are always tells that someone is cheating, especially because it often pushes them into higher elo games where less skilled than other players when the cheat isn't on.
