Their reputation was tanked, even if they made their money back. There was still the pending legal action and the removal of the game from PSN. Investors are a skittish bunch. They would have asked for an action plan to repair the damage from the botched launch (which the investors themselves would have insisted on to fulfill whatever bullshit yearly returns they were chasing).
I imagine CDPR presented several options, and the investors decided to go with gradual accumulative updates leading towards a full revamp with the release of more story-focused DLC featuring yet another famous actor. I suppose CDPR couldn't adequately show how multiplayer would be a better return on investment?
