From an outsider perspective, it's one of those cases of media literature/historical-figure characters being morphed into something else in new media. In this case this one is a really old vampire that has her real personality held back by her shoes, being her Rocinante.
The Magical girl stuff is the result of her dressing up in one of many gears/armors/suits made of creatures that originated from the human subconscious, that creature being a magical girl this time. It's something present in the series, a company was dealing with this stuff and that's an alternate reality where this Don Quixote worked on said company.
