Really depends on what your looking for. I think my first RPG ever as a kid was Dragon Quest I, even the ye old English used in the NES localization wasn't too much to turn a young me away. I think later versions of DQ1 are usually a great starting point for video game RPGs because of the simplicity and short length, yet it's not entirely braindead either due to some of the puzzle solving. Basically anyone I've suggested try it that did ended up playing more DQ games, if not other RPGs too.
If someone wanted to get into dungeon crawlers specifically, Shin Megami Tensei's not a bad starting place. The maps early on are small and easy to navigate, and even something big early on like Shinjuku isn't too terribly complicated, being mostly on one floor. By the time you get to something like the Diamond Realm, you've gotten used to moving around like that and should get used to harder dungeon crawlers later much quicker like Wizardry, or even SMT's sequel.

Fallout's a decent CRPG to start with, I would agree. Combat is very simple, making builds is fairly easy to understand, and it's not too long either. Plus, the atmosphere of that first game is really hard to beat. People worried about the time limit shouldn't be, especially in patched versions of the game.

I haven't played that one, but I found it wasn't too hard to play BG1 jumping right into it. The early game difficulty could be annoying for a new player with how squishy you are combined with the degrading iron weapons until that early quest in the mine is solved, but I don't think it's too terribly obtuse or anything.
