I always thought it was weird how they teased Dark Link as having a major role in the plot of this game, but he never actually appeared after that one cutscene. Like obviously he is a big part of the backstory, but they set it up so that you would expect him to be the big bad at the end secretly controlling Zant. Did Twilight Princess go through major plot rewrites late in development or something?

He was never teased, and the cutscene isn't of dark link (the character) but as the dark desire of anyone, seen here as Link. The power of the sacred realm was alluring to any person no matter how heroic and lead to betrayal of their loved ones.
It's the most basic form of symbolism having one of the figures first appearing as his darkened self and then replacing him entirely.

They did not.
The whole scene is a symbolic representation of the Hyrule's and Twili's ancient past, using Link and other familiar characters to drive the point.

The game was stuck in a development hell and then was rushed out to provide a "flagship" game for Wii in 2006.
There's even reports saying that up until ~2005, the game had NO STORY written at all. Just various set pieces. This is why it's such a clusterfuck and is clearly half-baked.

Forget about Dark Link.
From even before the release of the game, they kept referencing and teasing that the game would have an equivalent to ALttP's Dark World.
But of course, TP was cool and mature, so Link would transform into an wolf instead of a pink bunny.

Thing is though. When you finally get to explore TP's "dark world", it's literally fucking empty outside of the handful of story moments you need to go through to progress the game.
The rest of it has literally nothing. Actually nothing.

That sucks so bad.
