This is super armor megaman from archie comics, when he was boosted by the seven chaos emeralds. Like Archie Super Sonic next to him, I think he flat out outstats Chara by virtue of reversing the super genesis wave, which would have reshaped two infinite multiverses with infinite timelines.
The heaviest hitters of Archie Comics do scale pretty high because their cosmology is bonkers but they have little to do with the actual game characters. Even hyper sonic or whatever his new form from frontiers is called from the games would handily lose to Chara, but Undertale's cosmology prevents her from going against real top tiers and outerversal/infinite scaling nonsense

Chara is able to, as reimu would, defy the rules of reality. if she so feels, reality can stop existing or simply restart. and it's not a matter of time stop or control over a device. She simply does it until she doesn't want to. like a player no longer finding interest in playing a game.

It's complicated to explain, but they have very little to do with scaling archie sonic/megaman since it's a completely different continuity for the most part. There's almost no point in comparing them with what the emeralds have done in games (beside the fight against solaris in 06 which is tangentially canon to archie).
Super forms in the comics are another beast entirely, as another anon tried to explain earlier, archie superforms could explicitely not be erased by the super genesis wave after achieving those forms. Even the chaos force (an outer realm which is the source of all chaos energy in archie and the source of power for the emeralds) was erased, and they were still completely fine and could explicitely rewrite and overpower that same level of outerversal reality erasure.

As for Chara being outerversal, I've never read a good argument for it. I'm not necessarily opposed to it, but archie super forms have more consistent scaling in my opinion. I don't think that Chara by herself transcends lower levels of existence and by the arguments I've seen, she most likely falls into the high multiversal to hyperversal range

This is why DC comics always has Superman being compared to The Flash. Superman has all sorts of unbelievable fears of strength, while the Flash just goes faster. Only reason Superman wins is when the writer writes " and then for no reason at all, Superman outspeed Flash."
