There's probably a handful who have either shitty d-pads and can't do it, or precise d-pads and still can't do it because they can't adjust. Fighting game motions on one of the latter can be a bit weird unless you're already used to stick.

Just play with a keyboard. You can basically do motion inputs just fine with the arrow keys.
