It was never going to be Metal Gear Solid V: Revenge of the Sith, it was always intended to be a gotcha.

Considering the hints of what we got in TPP and GZ, it had to do with 9/11. I think he had to tone it down because it was too on the nose/used real world parallels they didn't want him bringing up.
