In Might and Magic you can use magic to fly and shoot meteors at defenseless peasants for fun

you arent going to be able to do it with out AI, since a big part of being a mage is having infinitely different kinds of magic you can create for different purposes. If its just some combat game but you can shoot magic instead of other kinds of ranged weapons its not anything like a mage simulator.
You need a physics simulator, then invent some new layers of physics for the magic to work on (our concept of arcane magic is basically just 'physics with more fundamental forces only some know how to influence'). Then even basic spells would require very complicated sets of pushing and pulling and manipulating the games simulated physics to cause the desired effects to happen, and these could be built up as structures.
noita kind of does this vaguely with wand creation 'programming', but a proper game wouldn't just be about combat so you would need the possibility to make countless mundane spells that do random things. It really couldn't be limited to effects that just ship with the game, which is why i say ai might be required to interpret user intent, or maybe it would be possible to just have everything in the game be made up of some kind of simulated physics. The NPC reactions however would be difficult
