Licensing. Lotus is, unfortunately, owned by the chinks now, and they apparently either wanted an exorbitant amount of money to include their brand, or they wanted the same amount as usual but Polyphony decided they weren't worth it now. Same reason Forza doesn't have Lotus anymore IIRC.
