Because Falcom's numbering system makes as much sense as Ouroboros' long-term plans. They keep stacking sequels on spin-offs of sequels, and then label them retroactively. By the end, you're playing the third part of a duology that's technically the eighth game in the seventh arc. Just don't think too hard about it or you'll end up like Renne in a therapy session.
