The same way the a melee build MC can run into gun fire and come out on top, melee wielding people in-universe can fight against guns and win. Gameplay is canon to an extent. It's the reason the NCR where able to beat the Brotherhood despite Power Armor literally being immune to small arms fire and only susceptible to AP high caliber rounds if it hits a weak point. In gameplay, you can just shoot it enough until it dies.

Makes you wonder just how lethal the Legion would be if they employed suicide battalions jacked up on this shit. Like Project Sunburst with the NCR trench raiders and their hatchets. And the Fiends too if they stabilized their forces adding a certain level of consistency across the board. You already have three warlords and a base of operations that can only really be smoked out because you aren't knocking on the backdoor of that rabbithole.

But reddit said that the NCR is a functioning state with the best army and that they'd kick the legion's ass any day

The NCR in New Vegas is a fraction of their fighting power and ability. They are undermanned and undergeared because the leaders back in California are corrupt and only care about their agendas. If the Legion tried to properly invade California and conquer them, then the NCR would go all out and steamroll them.

It is this but in the lore of the game isn't the legion territory just a military outpost? They do mention in game that there are legion caravans and that they're unmolested by raiders.
