Only scale pixel art by whole integers. 2x, 3x, 4x, etc. That's the only way to ensure the pixels are completely even. And disable any "stretch to fit" options that may be on. If it's stretching to match the size of your screen, and your screen resolution isn't a whole integer in scale, then it's going to be off.

Actually playing around a bit more with it on my Wii and CRT, it seems that while it's scaled correctly on the vertical axis, it seems to have non integer scaling on the horizontal axis. And it seems to output at 480i rather than 240p. It seems like it's rendering internally at the NES resolution, and then doing a non-integer scale on the horizontal axis to stretch it to a 4:3 aspect ratio. This is baffling to me because NES virtual console games look perfect at 240p on this screen. I wonder if WiiWare games aren't allowed to access that video mode or something.

No, because it was designed to use the jet or dog or whatever the hell that particular game has since it's probably a stage from once you beaten all the main stages. Not a regular stage.

You can't integer scale on both axes if a game uses a non-square pixel aspect ratio
You can solve all scaling problems by simply using sharp bilinear (pic related)
With this you don't even need to use integer scaling and it barely looks softer than nearest-neighbor

I should've specified that that ranking is playing as Bass. Playing as Mega Man makes the game far more difficult and I should've split them up like the other games.

I know that, but virtual console NES games on a Wii connected to a CRT don't have this issue. There's no scaling, it just sends a native 240p video signal to the TV. Why can't Mega Man 9 do that?

Wily Capsule 7 keeps 7 from being in the same tier as 8. The rest of the game is one thing but it's one of the most infamously tough bosses across the series.

If he appears high up, get under him then slide away to avoid the balls.
If he appears low to the ground, get far away and jump in time with the second sound his balls make. (if you timed it right the balls will aim at where you were at the peak of your jump. You'll avoid them by just landing on the ground.)
It's that simple, retards. I figured that out on my own. Maybe there's an even better strategy out there.
You suck at pattern recognition.
You probably looked up the boss order to abuse all their weaknesses too, without even attempting it blind.

This is one of many reasons those games are poorly designed.
Having to stop and tap the dpad to try and line yourself up perfectly just to do a jump that would, in any other game, be easily do-able by just charging straight at it, is the definition of frustrating, pace-killing gameplay.
