Population density, Lisbon and Porto (which have more people/companies/etc.) have the largest talent pools, hence you'd expect the high quality games published by multinationals to come from there.
Afaik there's a really big mobile game company in Lisbon and the company that did

the one that always comes to mind first is portugal 1111, which is like an AoE reskin where you go around conquering the south with cruzaders.
The mechanic where you'd actually take the army you made from a previous map to a new location was neat, dont think AoE ever had that

this reminds me, wasn't there a game like a couple years ago announced that seemed to be some dark souls fantasy nonsense specifically stated to be based on Portugal in the middle ages, but not made by Portuguese? I think I remember it in a Geoff Keighley show but I've not managed to find evidence of it since
