I don't get how a reading of this can be interpreted to apply to payment processors. The language makes it sound like it's exclusively meant to go after banks cutting ties with individuals or freezing their accounts.

This sounds way more like a banking customer than a payment processor's customer. And the language at the top of the order sounds like it's intended to shield people that were getting flagged as possible crazies because of profiling that included political purchases:
