Yes, not because of the snaps but because of the specific snap where he goes to a target that is out of LoS and at a different elevation. The minimap and audio doesn't tell you the height of the target, there was no information provided by the game that told him the target's height, yet he perfectly snapped onto where they would have been, had he been able to see them. Simple cheating.

Snapping isn't cheating but the fact it can be done means games are shit. Can you spin 180 degrees in 1/60th of a second? No? Then why can you do it in the video game that is even slightly pretending to be something accurate? Put hard acceleration and deceleration turning rates on aiming and instantly improve all these games.
