I haven't played FFTA in 20 years but I remember specifically walking back and forth between two spots on the world map to skip laws I didn't want to be constrained by. The game passively encouraged such behavior so now I would classify that as bad design. I would also sometimes forget to pay attention to laws and marche would end up being unusable for the fight, which would just result in me tanking enemy attacks using marche as a decoy so that other characters could whittle down the enemies. Clearly the point was to encourage varied playstyles, but they end up being deleterious to the experience.

Because the player is penalized more than the enemy. You could alter the laws to make the entire enemy team illegal and where as you would get red cards and sent to jail the computer team would play as normal and just get yellow cards

Yeah, the random rotation of laws mostly led to gaming the system, with the occasional fuck you if you landed on a bad set of laws (no hurting moogles against moogle clan etc). FFTA2's idea about making the laws more tailor made for the map or scenario works better.

Exactly. There’s literally zero upside to adding a second law yourself. All it does is increase the risk of one of your guys getting hard-screwed by some nonsense like “No Damage to Monsters” in a monster-heavy map. The AI doesn’t care, judges won’t eject them, and you’re stuck carting around law cards like it’s a Yu-Gi-Oh side deck. Just remove bad laws with anti-law cards and maybe use law bonus cards if you’re that desperate for rare drops.

I liked the non-humans of Ivalice a little more than anybody should, and it's lead me to some places weirder than having an unreasonable hatred of FF12.

Some of the laws heavily restrict play or force awkward play. For example

With this law, you cannot directly damage any animal. So what do you do? Well you have I rely on status. Poison, Petrify, etc. But in the early game you won't have any of these. And even if you did, that's running in circles until the turtle dies. You can't fault the player for finding that really fucking annoying, especially when hunt missions or engagements are 100% animals

You could grind negotiation(?) early which gives you Cinquede. If you hold back and don't do a mission with a thief boss you can get Steal Weapon early and then go nuts.

Sometimes guest units appear that you can't control, but they still take away from your total unit count.
There's an early mission when you meet Ritz and her Viera friend, and between them and Marche you can only field 2 or 3 more units yourself.
That happens a few times during the story missions throughout the game.
