Wrong. It will be the first iteration of "Xbox OS", it will be an interface just like SteamOS gaming mode. And 90% of the Windows shit won't be loaded until you switch to "desktop mode", just like you can load a KDE desktop on SteamOS when you do that.

honestly haven't paid much attention to the handheld market because I have a Deck and it's more than enough for me. it's very convoluted though. I don't think any of them offer anywhere near the value of the Deck.
