Not even that. They did it because there weren't any age rating things in place while OoT got made, or at least it wasn't being enforced in the same way. They were still relatively young developers just making the "coolest game" they could imagine.
The reason TP can appear more tame afterwards is because it's actually an extremely PEGI/Teen compliant game where they made sure to keep the part where enemies "explode" when they die, and only use safe-horror zombie depictions.
You'll notice in old Zombie fiction zombies kind of moan like a male creep and the context of it always being women who get eaten is implied rape. Therefore zombie depiction became more age-rating compliant over time to be more "visceral" and make growling sounds instead, some of which is noticeable with the ReDeads in OoT and then ReDeads in TP.

TP is ironically the more childish game.

Link's mom was indirectly killed during the Hyrulean Civil War that happened before OoT. I always assumed that the Well and Shadow Temple are where a lot of the dead were buried and where the Sheikah tortured people on behalf of the Royal Family.
