He was a Maverick. As in, an actual Maverick no virus needed. When you read the novel of MMX1 it makes it all the more clear - Vile gets pleasure from fighting and due to that he takes action to increase the fights. The Ride Armor is actually a limiter that he treats as a toy so we won't destroy things as fast.
It's faulty programming. As if they wanted to make a reploid policeman but botched up somewhere and instead of having pleasure at problems being solved he gets pleasure in the process.
It's also implied he is really good at his job since he did repeated offenses but kept getting sent back to duty.
