I haven't tried it out myself, but Meteor Lake and later on Linux is basically enough to outperform the Steam Deck. so, sure, it's enough.

Actual integrated UHD? not really, outside of the same 2D games as anything else and 15 year old 3D games. Display out and not much else.
IrisXE or Integrated ARC? You can probably play most 3D esports games, 3D indie games and the like. Almost-maybe close to Steam Deck levels.
If you somehow have a CPU with something like an Arc 140V you're pushing the highs of a 1650 TI, but if you new enough to shop around for that you wouldn't be asking.
