Starfield is a very CPU heavy game.
You can "optimize" GPU heavy games pretty easily by reducing texture resolution, reducing LOD distance, reducing render resolution, etc.
It's a lot harder to do that for a CPU heavy games because most of the logic is tied to gameplay and isn't just a visual flair. The only easy fixes (i.e. non-game breaking) off the top of my head would be reducing the number of simulated physics objects and NPCs.
It's why a lot of people reported performance issues with Starfield. They're constantly upgrading their GPUs to the latest models but they're also using CPUs from 10+ years ago thinking it isn't important.
