Frank rules through fear and brute force. It's rough but I respect that. Charles attempts to appeal to your ego by fellating your intelligence, but makes it conditional to joining his gang. This is manipulative, dishonest, and duplicitous. He is a man of no integrity and would betray you without a second thought. Frank might be rougher around the edges but he has an honest core. Charles is a red flag.

People often misinterpret Frank's "or else..." here. Being in a prison with no gang is tough. He's not going to rough you up for not joining his gang. He's just looking out for you, and what better gang to protect you with than the one he personally leads?
