Where did you get this narrative? We were given alternative uncensored outfits without a CERO re-rating. Your claim is self-defeating.
Sony's content policies are more likely to be at fault. Devil May Cry 5 got censored only on PlayStation 4, while Xbox and PC were uncensored. Because of the controversy, Sony backed off and it was uncensored.
However, the European PlayStation 4 release was forgotten about, and to my understanding is still censored. This could be because Sony's censorship policies started in response to Omega Labyrinth Z getting banned in the UK. Sony decided to block the game from releasing in all Western regions (Europe and America) months later because they were worried about #MeToo like movement by fiction scapegoaters against fictional content.
Sony's policies against sexual fiction really only target niche games like Japanese anime-styled ecchi video games because there is less backlash. Under Sony's still-active censorship policies, many fiction creators have complied/censored in advance.
Of course, this has nothing to do with Sonic. That may have been because of CERO. CERO A became stricter over the years. Dragon Quest VIII's 3ds port and Super Smash Bros. 4 were both CERO A games that required censorship in order to get the publisher's desired A rating. This is despite Dragon Quest VIII being an updated port of the CERO A PlayStation 2 version and the CERO A Super Smash Bros. Brawl (Smash 3) having uncensored panties.
Alternatively, Sega themselves may be relying on consultants, ethics departments, localization teams, and BS&P teams who promote censoring Rouge. For example, pic related's Knuckles' fat-shaming implication wasn't changed for the Japanese release, according to the censorship fandom.
