Yes. That's the entire point that both the Sith Warrior and the Imperial Agent was trying to make. An elite caste of backstabbing opportunists simply can't function alongside a functioning war machine because ruining your rival's glory usually means fucking over the empire at the same time and because young Sith are used as expendable chess pieces instead of being raised into a new generation of Sith lords. Never forget that Darth Malgus had to make it be known that he'd kill anyone who killed the Grand Moffs just to stop Darth Flatulence from finding an excuse to execute Darth Gonad's favored Moff since that's anathema to the merit-based empire he envisioned.
