Because people funding video games don't play them, they just go on what they can see, ie visuals, and make decisions based on that.

my opinion is probably bullshit and not popular in current environment, but they expect users to lower settings and rely on upscaling.

They deliberately set the bar higher, over-reaching in these single player games because of the "can it run Crysis" effect where future PC builds would be able to run the game at higher settings more comfortably.

Only compfags do that. People who enjoy games tend to run them as well as they can.
