No it isn't, because instead the implement the completely arbitrary "you have to rest x times at a bonfire for the NPCs storyline to move, or go to a location in the exact order that isn't signalled anywhere."

The player doesn't actually get anything out of the NPCs physically moving across the map, when they probably wouldn't be present, and adding another level of complexity to already obscure NPC questlines where the NPCs may die in the process and might need to be escorted by players in a game where dying and keeping NPCs alive in bossfights is already pretty precarious.

If they wanted to go for that then don't have cities where over 10000 people could live in be inhabited by 5 crazies who only talk in cryptic language. NPCs moving between locations wouldn't really add anything. However they could go for them doing more than just being in the same idle position per location.
