You get downed in one shot but enemies take more than one. Tunnelers are in packs, Legion hunt in groups, cannibals and even basic raiders can kill you in one shot. Peaceful areas are violent, violent areas are worse, and any major location is more likely than not going to be full of enemies that shoot you before you even enter. Masochism kino.
