I would argue that with all the QoL changes made, HGSS are the best of all the Pokemon games, I do agree that the Pokemon, settings, character, overall plot are all better in Gen 1/Gen 2 (and their remakes) than any other game in the franchise

Pokemon peaked culturally in Gens 1 and 2 yes
But I think there's a pretty strong general consensus that it was 3/4/5 that were the peak in terms of things like gameplay, presentation/storytelling, music, etc.
I think there's a case to be made for any of Emerald / Platinum / BW2 being the "peak" of the game series

In terms of a franchise? Yeah for sure, all of the media surrounding Pokemon at the time was basically the best quality it'd ever be. In terms of games themselves? I've got a lot of nostalgia for them but IMO Gen IV is where the series actually peaked, even if Diamond and Pearl themselves were pretty weak. Gen II was pretty fucking mindblowing at the time though.

Not having a Pokémon mmo is a massive missed opportunity. Look at how well Pokémon go did and its missing so many aspects of what makes the games great.
Can you imagine catching whatever you wanted and building bonds with it, slowly increasing its strength, customizing move combinations, training your own reflexes, and competing in massive worldwide tournaments? Particularly if they made training really, really hard and time consuming. People would give their LIVES to the grind

Pokemania had already peaked by the time Gold and Silver were released. Pokémon as a cultural phenomenon reached its height in 1999. GS are amazing but most people didn't care about Pokemon past Gen1.
