Comedy games exist but keeping up the quality of it throughout the entire game is very difficult. The Loathing games are the only ones I've ever seen succeed at it.
Okage mostly succeeds at it.
Kuukiyomi 1+2+3 works but it's essentially just Warioware.
The Battle Cats is absurdist but it is trying to make you life.
You can argue Untitled Goose Game is also another example of a comedy game due to the sheer amount of ridiculous situations it puts you in.

There's a lot of games with focus on comedy like Psychonauts or really most games Tim Schaffer has worked on as an example, I think what tends to make it difficult is that the gameplay isn't really part of the joke. The real meat of the game isn't in on the joke, it has to play it straight. This means a lot of games will have funny gags but not necessarily a rapid fire Airplane! or Naked Gun feel where in every moment there's some joke to laugh at.
