They're changing their business model, that's all.
The next Xbox will be a PC. Their next line of Xbox will be similar to their Surface line of tablet computers, in that they'll charge high prices and won't necessarily expect super high sales. For them Xbox hardware is an option but if you want to play on something else they welcome it.

I do think the next Xbox is going to help AMD in the desktop space though. Even if the Xbox sells a fraction of what the current gen sold, that's still a lot of people using AMD PC hardware. It could be that 10 years from now instead of of Nvidia controlling 80-90% of the GPU market they control only 50-60%.

One company being a scumbag is not mutually exclusive with the other two companies being scumbags. Consoles are a dead paradigm and they're essentially just squeezing the money out of the collectors and normalfags who want shelf candy and who want to get excited for next product.
Consoles used to be made of budget chips that could hit well above their weight class, simply because they did not have to care about anything else, but now they're practically generic ARM and x86 chips doing the same thing as budget PCs and tablets. They can't even skim money off of the top of software anymore, because major companies like Ubisoft don't even sell real games to end users, they just manipulate the system to create fake sales statistics, which just leads to a situation where both parties negotiate a way to create fake numbers for themselves, such as selling bundled consoles.

The issue is that everything Microsoft planned is built on extremely shaky foundations, just like their entire Xbox strategy since 2013. Which - as we all know - was failure after failure. They had a big slice of a closed down market and failed repedieately. Now they want to go out and fight Nvidia and Valve on their home turf with the same mentality. Half of the current Xbox userbase bought a Series S for less than $300 and only plays Game Pass games. These people wouldn't have bought an Xbox console for full price. An Xbox PC, let it be a Handheld or Desktop is completely out of the price range of these people. They are automatically lost for MS. As for the rest of the userbase it very likely the majority will look for a cheaper option, aka another console. Some will go to PC of course where RTX is king. Here comes Microsofts offer of an AMD PC which won't be significantly cheaper than other prebuilts (even if it won't be as shit), requires regular upgrades while they hope the users will buy games on their shitty Windows Store nobodfy uses instead of Steam and friends.

We are not talking about "oh they may lose 30-40% of their userbase" gen to gen like now. We are talking about completely tanking the brand. A few million sales tops. Which will instantly crash Game Pass as the backbone of the service is the console userbase. This is the most likely scenario and the most likely outcome is MS will turn into a simple publisher with no platform.
