I think it is in the literal sense random. You just have to have the skill learned and at the end it randomly barfs out a list you can pass on to a second girl.
I think you get a better chance of the skill on the barf waterfall if the grand barfers and current skill barfer has it on their barf list.

The game doesn't have a lot to do in it besides roll for sparks so long as you have alarm clocks.

getting white sparks are 20% for a normal skill and G1 victories, 25% for a double circle skill and 40% for a gold skill
from there its 50% of a 1*, 45% of a 2* and 5* of a 3*

some people say that having that parents having the same white skill increases the chances of getting it but i haven't found info on it
