a superman game should be a resource optimization game but the resource is superman and the output is "people saved/min"
as the game progresses superman gets written with more powers that allow him to take different paths so you have to reoptimize older scenarios to save even more people

The Returns game was mediocre, but they had something there. Rework the city health system, add more crazy/far out there storylines, maybe work in some Clark Kent stuff.

Do you not understand the concept of adaption? Raimi's Spider-Man is essentially the same character, same attributes, but has organic web from his body instead of web shooters. Tim Burtons Batman kills bad guys and was created with no knowledge of how batman really is. You can grab superman and change him to fir your sandbox game

Just make a superman clone but he can get hurt. That's it. And keep it simple with just flying and strength.

I think his abilities are harder to translate to game form in a way that makes it feel like a Superman game. You'll see ideas on nerfing him to Golden Age levels where he can just jump high and move faster than normal, like the Hulk, but people will really want him to fly and I dunno how they could translate that accurately.

People fundamentally don't understand Superman these days. Yeah, he's nice, but that's not all there is to his character, and it never was. Superman is about a man with the powers of a god who still chooses to be a hero, despite having the powers to rule over humanity as a god king. And his well written stories are about acknowledging this premise.
Superman still feels fear. Fear that he can't save his loved ones, fear that he'll go to far, fear that he won't be able to control his powers and thus harm someone, fear that the public will turn against him and reject him, even fear that he'll be hurt and die. But in spite of this fear, Superman pushes forward because he knows what he's doing is right.
That doesn't make him a saint, either. He still feels love, lust, jealousy, anger, envy, and every emotion under the spectrum. So when you dumb him down to heroic guy with no emotion aside from hope and bravery, then you've stripped him of his nuance.
You also strip him of the subtle edge that he has. Superman is a FARMBOY. He grew up on a farm like a normal boy. He played sports, he has friends, and he even got into fights.
His debut even embodies this. When Superman first arrived to the scene, he didn't give a damn about the law, not out of spite, but because he was a man of action. He was going out and fighting corrupt politicians and greedy businessmen, just as much as he was fighting blue collar criminals.
Moreover, he was mischievous and liked to have fun. If you look at his Silver Age comics, he's a massive troll who likes to fuck with people. He never harms them, but he likes to pull pranks and troll people.

tl;dr: Superman is a flawed person with fears, hopes, dreams, and even an aggressive and mischievous nature.

Save invulnerability and flight for last, maybe even for just the last boss fight. Limit super speed to be a time-stop ability, have his strength slowly increase from the strength of 5 men to his full power at the end, make him teaming up with weaker heroes more interesting.
In fact, just make a Young Justice game starring Superboy.

Even now the thread is probably lousy with saying "he's too strong" or "you can't let anyone die in his games" all based on their own weirdly strict notions on Superman that don't reflect the character nor ever apply to characters who are similarly powered.
Superman can't be weak in anyway, even when it's in ways canon to his lore. Superman can't fail, even when he frequently does in his own stories.
Superman has to be perfect to these people then they call him boring for it.

Before Superman and Lois were sanitized, they were among the post popular comics around. Lois for example used to OUTSELL Batman because the hi-jinks that Superman and Lois got up to were funny as fuck and the characters were allowed to have personalities

make the point of the game avoiding as much collateral damage as possible. sure, you can punch the guy so hard he goes flying through a skyscraper, but you lose points for doing it. You have to think and fight like superman, knowing when to hold back rather than going full throttle 100% of the time. The challenge being to NOT cause a ton of destruction despite having the capacity to. Flying fast without crashing into buildings, beating up bad guys without brutally killing them. of course, it should be possible to do so regardless for players that want to be dickheads, but it should award them with fewer points.

Metallo and Parayste can go right for his weaknesses
Lex Luthor and Brainaic can run circles around him in intellect, allowing them to craft situations where they can best his brawns with their brains
And then there are foes like Silver Banshee and Livewire who can hurt him with their more esoteric abilities.
And versus the top tier enemies like Trigon, True Form Darkseid, The Batman Who Laughs, Superboy Prime, Parallax, Mandrakk etc. Superman is helpless and he needs the full support of the Justice League to fight them

Yeah, I still remember the time superman took some corrupt mining businessmen and sealed them in their own, unsafe mine to teach them a lesson. Or destroyed the slums created by a corrupt slumlord off government taxpayer dollars while having the national guard shooting him the entire time.
He sure as heck wasn't lawful good back then, but damn if he didn't do the right thing.

For me, I would like to see a Yakuza-style game, where Superman flies around Metropolis and encounters some wacky side-stories involving civvies or Metahumans like its the Silver Age. I want a Clark Kent mode that involves you doing journalistic shit that could help with possible future combat scenarios, or it helps with improving Superman's relations to the public.
