He doesn't have enough characterization to be sympathetic towards. Like, N was an antagonist you could say this about, but Lysandre's development in game was almost non-existent and it doesn't help that the two versions actually change his goal almost entirely to the point that he's just insane more than anything. The only thing that really redeems him is that Kalos is France is lololololol France sucks hahahaha fuck fraaaance! But seriously he was better in the anime, I'll say that.

Ghetsis was the most evil villain so it'd be funny if they even attempted it. Giovanni gets defeated and shows some humility and then gets a new outlook on life in his own game, even if he left his son like a black guy. So his only competition is like, Cyrus, who is in Pokemon hell right now.

The gacha redeemed every villain except Ghetsis and Giovanni. Lysandre is the most neutral one where as long as shit doesn't get fucked he won't interfere then he murdered some team rocket grunts for trying to fuck with him
