Is this their own engine or is it licensed? I like the old school portrait type anime games but I don't mind this style too much either, at least as long as the characters animate and emote naturally (as opposed to something like Ryza or FFXIV where things are much more stiff and flat).

It's Falcom's own engine. It took them a while, but they eventually got to a point where every female character, even the weird side characters, are pretty as hell. There's still some generic, stiff, anime cliche animations here and there, but when they want to show off a cool cutscene it's animated really well.
