Fortunately devs aren't retarded unlike how skyrim modders are. So they don't endlessly delay their project seeking some elusive full release. Instead they do it the only correct way, by releasing constant updates and new versions whenever they do something. Something every other modding community understands well, including those of previous TES games. And thus their mod is playable, constantly improving and open to be further modified by others
Meanwhile Skyblivion/Skywind/Beyond Skyrim teams may as well done nothing in over a decade and not exists at all. The outcome would be this same - no mod to play.
