Doubt it, extraction shooters heyday was battle royale. Every since then its been a steady decline in popularity. Fundamentally this game design doesn't appeal to most people and I think its because this genre is flawed. If you love PvE or love PvP, you don't want both. Because the part you don't love just interferes with what you want. And in order to make both work you have to sacrifice the other part.
The staying power of Tarkov can be explained by the small community of people who really love killing others (and lets be honest it is not a PvE game) who worked to get loot. Does this game do that better? Not really, you just collect junk. Its not like there is a wide depth of gear/weapons to find from players.
I give it a month and it'll be dead. They should have either gone 100% PvP or since they had a fully working PvE game, 100% PvE. You can also tell they're fucked because they're doing surveys and in-game feedback. It means the devs don't know what they want, they aiming to please as many people as possible to make money, which is counter productive. Good games are good games and Arc isn't one because the devs don't want to make a good game.
