Actually right now the game is in a pretty awkward spot. 2.3 update broke a lot of what I would consider must-have-mods and nobody can't be arsed to fix them anymore.
Last time I played it was on 2.1 I believe. With a handful of mostly QoL mods it was actually fairly enjoyable, as long as you know what to expect and what not to.
It's an amazing story and amazing world but not a very good RPG, and absolutely terrible open-world game. As long as that is something you are fine with, you'll enjoy it. The "action" is fine once you fix shit controls and tweak the U.I., actual arenas being well designed - it's a very simplified take on an Im-sim with the usual "2-3 different ways to approach it" model. There isn't much depth to it - the "RPG" mechanics boil down to "Do you want to approach this quietly, or do you want to go guns blazing" options, and the balance has the usual "if you do the side-content you'll be VASTLY overleveled" issue, plus the itemization is garbage, but... it's serviceable, both sneaking and shooting is fun enough.
Again, story and world-building is what absolutely carries the game, it's genuinely amazing, but the world is there purely for narrative reasons, there is no sandbox behind it, it's just a very intricate skybox. No amounts of mods or updates will change that, you just either accept a good, if very slow-paced cyberpunk story with essentially a linear, OK-ish stealth/action game attached to it, or you'll hate it regardless of mods and patches and DLC's.
