The answer is money. China made a ton of money with gacha gambling games, so now there's money to make other games. You'll notice that China had a ton of games before Genshin, it's just that they were 95% pirated content by volume. Now that China has realized they can vaccuum up money out of foreign countries with the video game market, they're willing to put some money into the production of video games in order to suck up more money out of people.
Also, you'll note that they don't seem very innovated or distinct. They're just taking the most popular games and then applying a bunch of polish. I won't comment on the game quality of Black Myth Wukong, but you've got to admit that they just took the game mechanics from Dark Souls. And from what
