If you get the jump on someone in quake that doesn't mean you'll kill them. Not even close
In cod though doesn't matter if they're mega pro 5000 you get the jump you'll usually kill them. Especially on a controller where it will help you aim
The point is player retention and mass appeal. That's the entire design philosophy of modern fps games like cod, player retention and mass appeal to make volume sales on things like skins.

Activision pays psychologists six figure salaries to figure out how to increase the dopamine hits, they have whole data science teams to analyze data sets...buddy of mine actually worked on a data science team he used to work at Franklin Templeton, and now he's at Activision.
The job of all these people isn't to make some 1337 competative game, it's to make money. Even dogshit players in cod, due to sbmm will be placed with other dogshit and will get their dopamine hits...it's all about retention
