It's more laziness than anything else. Auto-weights are so good these days you don't need to delete underlying faces a lot of the time, such as on a foot where toes aren't rigged individually. An extra ~100 vertices means nothing.

Their modelers probably created one standardized female model, which was then used as a base (copied) for making all the characters. Ideally you would delete all the unseen parts, but in practice this gets skipped a lot. Its usually probably just to save time, but sometimes its just a dumbass modeler who does not realize that it still gets rendered. If its feet all you lose is some performance so its not bad, but in some cases they leave in bare titties and then the puritan rating organizations can contractually force you to pay them a huge fine.

Actually, it takes no effort to remove the parts of the foot that are not visible under the shoe. It's standard practice in any studio to cut off unseen portion of mesh, and fill the gap with flat tris.
If you download other meshes from other games, then you'll will discover how arms suddenly cut off under the sleeves. or pants cut off under shirts. That kind of thing. That's why the guy in the OP is surprised to find a fully modeled toes. Because he was expecting to find nothing but a lump at the end of her toes.

Yeah this is done to prevent the body from clipping through shirts during animation because even with perfect weight painting accidents can happen, in the case of the OP model, if the foot and the heel always move as one part with no bending, it shouldn't be a problem, though it's still a weird fetish-y design
