The Persona world is a literal case of "your mind makes it real." If everyone collectively agrees someone didn't die, reality would alter itself to bring that person back to life. Maruki's power is being able to force that collective agreement onto everyone. During the third semester it's stated that his power is not complete and that's why the rest of the group is able to wake up from his influence, but once the deadline passes or Joker accepts Maruki's deal to not fight back he is capable of completely altering reality.
